Expands site-readiness team to strengthen early evaluation of powered infrastructure opportunities

OVERLAND PARK, Kan., July 2, 2026QII, an Infratech Intelligence™ company developing powered infrastructure for AI factories, advanced manufacturing, and other energy-intensive industries, today announced that Chris Kapper has joined the company as executive vice president, pre-development.

Kapper will lead QII’s pre-development organization, which evaluates site feasibility, regulatory risk, and the early requirements needed to move powered infrastructure opportunities toward development. The company also added Daniel “Danny” Kelly as vice president of pre-development and Kyle Riley as director of pre-development.

Kapper joins QII after development leadership roles at QTS Data Centers, including senior vice president of development, where he advanced large-scale data center projects through planning and readiness work. Before QTS, he served as director of strategy and development at STACK Infrastructure.

“Pre-development is where you find out whether a site can become a real project,” said Kapper. “That work starts long before construction. You have to ask the hard questions early, build trust with the community, and form the partnerships that help a project move forward responsibly.”

Kelly helps lead QII’s pre-development work across its powered infrastructure projects. He spent nearly four years at QTS Data Centers, first as development program manager and most recently as director of pre-development. Earlier in his career, he served as development manager at CenterPoint Integrated Solutions, where his work included feasibility, entitlements, and construction management.

Riley focuses on site readiness, entitlements, and the early planning required to move powered sites through pre-development. Before joining QII, he worked at QTS Data Centers as senior pre-development project manager and development project manager. He previously served as forward planner at D.R. Horton.

“Danny and Kyle are among the best in the industry and have executed this work at scale,” Kapper said. “They know how to work through the constraints that often surface early in a site’s development process. They know which questions will get a project moving and how to keep that momentum going.”

The additions strengthen the site-readiness discipline behind QII’s powered infrastructure platform as the company advances early evaluation of large-scale opportunities.
